APO MLC CHAPTER (PC078) RAPOR MANDATORY UPDATE
RAPOR PROJECT Reliable Alpha Phi Omega Roster or simply RAPOR is a project with the objective of coming-up with a way of creating and updating the Member Roster. With this project, the creation and updating of the Member Roster will now be the responsibility of each Collegiate Chapter. A computer program, named ROSTER.EXE, is now available to facilitate the encoding and the updating of information.
Since it is now the Chapter who has the last say as to who are its official members, it is the responsibility of each and everyone to ensure that his or her name is included on their Chapter Roster. All APO Organizational Units are requested to please make available your member list to the Collegiate Chapters for their reference. It is therefore a must to all APO-MLC Residents/Alumni Brothers/Sisters to update the information to avoid confusion in the future.

We appeal to facts and reasons as we here lay our defense in relation to the concern of our fraternal brothers and sisters in Upsilon Chapter. hope we can march hand in hand, side by side and in harmony towards the greatness of our beloved ALPHA PHI OMEGA. We established our chapter for sole purpose of carrying the objectives, missions and principles our institution APO nothing less. We respect UPSILON Chapter, after all we are in the same organization, with the same ideals, principles and objectives, i.e.: LEADERSHIP, FRIENDSHIP and SERVICE. May we always be...strong the circle we...

Subject: Answer to the opposition made by Upsilon Chapter in letter dated 16th May 2003
Brothers and Sisters:
Fraternal Greetings!
This is with regard to the letter made by our fellow brothers in UPSILON Chapter of Philippine College of Criminology (hereafter called PCCR) dated 16th May 2003 and was received on 22nd May 2003 by the NATIONAL COUNCIL which substantially provides for the opposition of the existence of MANILA LAW COLLEGE (hereafter called MLC) as petitioning chapter.
For information, we were surprised upon learning the opposition considering that there was no manifestation as to such opposition was made by their Alumni President during the period in which we were starting to gather our membership (2001-2002). It was only this opening of school year 2003-2004 when we saw the copy of the above letter in our chapter’s bulletin board posted unauthorized.
After our chapter’s deliberation as to the matter, we unanimously decided to depend our side and lay our bases to render our capacity as a legitimate chapter. Legitimate in the sense that we are qualified to make representation to be bona fide chapter member of this prestigious institution.
Please note that we, as member of this distinguished organization definitely respect the territory of Upsilon chapter being the legitimate chapter in PCCR and we have no intention of evading it.
Hence:
1. We admit the allegations stated in numbers three(3) and four(4) of Upsilon’s chapter petition; and
2. We specifically deny the allegations stated in numbers one (1) and five (5) of their petition. Hereafter our established ground:
a. That, Upsilon chapter erred in concluding that PCCR AND MLC are of the same institution. Please be informed that MLC is in fact a distinct and separate institution founded and established since 1899 which formerly known as the ESCUELLA DE DERECHO DE MANILA and was then renamed only on 1924 as MANILA LAW COLLEGE. She was a registered institution with the SECURITY AND EXCHANGE COMMISSION (hereafter called SEC) and other government agency concerned. AND, further recognized by the SUPREME COURT as a legitimate LAW SCHOLL.
The premise of UPSILON Chapter that “same ownership” entails same category as one institution is highly debatable and accepts correction. Please note that “SAME OWNERSHIP” status does not necessarily follows that they are the same institution, considering that MANILA LAW COLLEGE and PCCR has its own charter and by laws, mission and objective. As evidence by their respective registration with the SEC (MLC with SEC#0000085957 and PCCR SEC#000008758). Hence, such premise is very much erroneous. Further MLC bears her owned seal and logo which clear manifestation of being as such.
The premise of “THE SAME POSTAL ADDRESS” to consider the two institutions the same is unmeritorious. Please note that MLC postal address is different from PCCR as per their registered addresses with the SEC. MLC is No. 641 Sales Street Sta. Cruz Manila, whereas PCCR is No. 634 Sales Street Sta. Cruz Manila. Therefore, on that given merit, the two institutions cannot be considered in any manner as one.
b. The allegation of our fellow-brothers at UPSILON Chapter “that there was no such advised received verbal or written regarding the establishment of the MANILA LAW COLLEGE Chapter to co-exist of that Upsilon Chapter from the MANILA LAW COLLEGE Chapter founder” IS VOID OF MERIT. Because, during the period of our foundation or the time in which we were starting to gather our prospective member our founders have been in contact with their ALUMNI and yet there was no manifestation as to their opposition. (PLEASE NOTE THAT UPSILON HAS NO RESIDENT MEMBERS DURING SAID PERIOD HENCE OUR SOCIALIZING INVOLVES ONLY THEIR ALUMNI).
As we borrowed the phrase used by our fellow-brothers at UPSILON Chapter for which we affirmed, “That, MANILA LAW COLLEGE has no separate building due to low enrollee of students and only vacant rooms of the Philippine College of Criminology High School department”. With this we can assess that even them have on their mind that MANILA LAW COLLEGE is a separate institution. Only low number of enrollees precluded it. Please be informed that the MLC administration do not confine only with the present status as regards to the place in which they were situated but planned to have their separate building on its own once they meet the required budget.
Furthermore in history alone, we can say that MLC is very much different from PCCR.
With the foregoing we therefore respectfully prayed:
1. To set aside the petition made by our fraternal brothers in Upsilon Chapter;
2. To recognize the separate and distinct personality of the two institution (PCCR and MLC) since they are in fact have their own personality different from each other as evident by their registration with the SEC; and
3. To allow us proceed with our objective of furthering the principle and mission of this prestigious institution having on our shoulder the name and personality of our ALMA MATER, the MANILA LAW COLLEGE.
We these notes, we now submit and we hope and trust the above-mentioned merits are considered. Further, we definitely respect the control of UPSILON over their studentry and we have no intention of recruiting criminology students or any students of the PCCR in particular. Our membership is exclusively and primarily for the law students of MANILA LAW COLLEGE only.
Attached herewith is a copy CERTIFICATE OF CORPORATE FILING/INFORMATION issued by SEC dated 31st of July 2003 and copy of historical documents of MLC to support our contention.

CHAPTER'S HISTORY

“Once there was a man who went to sow grain. As he scattered the seeds, some fell by the way side; and it was trodden down, and the fowls of the air devoured it. Some fell upon a rock; and as soon as it was sprung up, it withered away, because it lacked moisture. And some fell among thorns; and the thorns sprang up with it, and choked it. And other fell on good ground, and sprang up, and bear fruit a hundredfold.”
CHAPTER’S HISTORY
It was 2001, the first semester of the school year when the interest in founding a chapter of Alpha Phi Omega at Manila Law College started. It was through the efforts of Brother SPO1 Rommel Ybanez from the Divine World University (Alpha Omicron) and Brother Elwin John Verzosa from the Lyceum of the Philippines, Intramuros (Alpha Theta) both in their first year as law student in Manila Law College made this interest came into reality. The idea was formally conceptualized at the 3rd Floor-College of Law, PCCR Building. Like sower in the “Parable of the Sower” and guided by the principle of scouting movement, the two able brothers had persuaded the seven (7) law students and introduced to them the principle, objective, vision and mission of the Organization.
With the help and support of Brothers Antonio Luis Paredes from the Arellano University College of Law (Iota-Psi), Florencio Remodaro and Ronaldo Sambitan both from University of Santo Tomas (Pi), Atty. Elmer Rillo, State Prosecutor III ( Department of Justice), Aquino Adarlo, Family Clinic College (Lambda Zeta) and Rodrigo Mapoy, National Bureau of Investigation, orientation of the seven applicants was undertaken at Patio de Conchita, Intramuros Manila. The Orientation Program resulted an astonishing response from the students and made the seven qualified men signed their applications being the first batch to undergo pledgeship. The pledge class was undertaken during the second semester of school year 2001 and 2002. Brothers from different chapters particularly Far Eastern University (Alpha), University of Santo Tomas (Pi),
Arellano University College of Law (Iota-Psi), University of the Philippines Baguio (Gamma-Phi) and others attended the pledgeship program.
After rigid training, indoctrination, services of the applicants and having survived to the traditional rituals they were formally accepted as full-blooded members of the Fraternity on March 12, 2002 and became the first residents of the Chapter.
By spreading the three cardinal principles of the Fraternity, the residents as potent seeds continue to bloom and have made the qualified three (3) men and one (1) lady become part of the organization. Following the tradition of the Fraternity, the four applicants formally accepted to undertake their pledge class as second batch. They were called the “FOURTUNATES”. After having fulfilled the traditional requirements, the four applicants were formally accepted on October 12, 2002. Today Alpha Phi Omega at Manila Law College continue to grow in population and marching forward through the guidance of the three cardinal principles of the organization, i.e.: promoting LEADERSHIP, FRIENDSHIP and SERVICE.

Alpha Phi Omega History (APO-USA)Alpha Phi Omega Service Fraternity and Sorority is composed of men and women of the universities and colleges of the world affiliated with the international Scouting movement. It was founded on December 16, 1925 by Brod FRANK REED HORTON with 6 Advisors and 13 undergraduates at the 2nd Floor, Hoggs Hall of the Lafayette College, Easton, Pennsylvania, USA.The purpose of Alpha Phi Omega is to assemble college men and women in the spirit of Scouth Oath and Law, TO DEVELOP LEADERSHIP, TO ESTABLISH FRIENDSHIP AND TO PROMOTE SERVICE.Since 1925, Alpha Phi Omega has spread all over the United States with more than 600 chapters from coast to coast. The first National Convention was held on March 1-3, 1931 with 27 delegates present.The first national publication was the "Light Bearer" which was circulated as early as 1927. It is known as the "Torch and Trefoil". Brod Dr. Frank Reed Horton served as the first editor of both publications.The unique Alpha Phi Omega handclasp was devised and designed by Brod Thane S. Cooley, who was also the first National Treasurer. Brod William T. Wood was the first National Secretary. Brod Everett W. Probst designed the Alpha Phi Omega Coat of Arms. The Loyalty Pledge was written by Sir Elbert Kim-Hubbard.The National Office of the Supreme Council of Alpha Phi Omega National Service Fraternity is now located at 14901 E. 42nd St., Independence, MO 64055.

In 1950, SOLOMON LEVY, a professional scout and friend of Brod Dr. H. Roe Bartle (a.ka. The Chief), then the National President of Alpha Phi Omega USA, came to the Philippines to help generate more interest among Filipino Scouts. Upon the urging of “The Chief”, he gave a short talk and distributed some three copies of Alpha Phi Omega publications. Questions and Answers National Constitution and By Laws and Ritual Rites and ceremonies to a group of Filipino Scouts. (Brod) LIBRADO I. URETA, an Eagle Scout and a graduate student at Far Eastern University, Manila was among the audience.
The story was of particular interest to a group of scouts at the Far Eastern University Manila. It may have been because the Alpha Phi Omega helped their library or because the idea of scouting-based fraternity just struck fertile ground. Brod LIBRADO I. URETA and a group of over twenty scouts and advisors began organizing work. On March 2, 1950 the first organization of Alpha Phi Omega outside the United States was established at the Nicanor Reyes Hall, Room 214, Far Eastern University Manila. It is known as ALPHA CHAPTER.
The charter members who served as the first National Officers were:
1. Librado I. Ureta (first National President)
2. Ignacio J. Sevilla Jr.
3. Romeo Y. Atienza
4. Guillermo R. Padolina
5. Godofredo P. Neric
6. Leonardo R. Osorio

Our chapter is based in Manila Law College, and membership is open to all bonafide student of the said law school. APO-MLC PC78 Petitioning Chapter is founded on March 12, 2002.
Today it has continue to grow and march forward to achieve the most coveted greek designation through the guidance of the three cardinal principles of the organization, i.e.: promoting LEADERSHIP, FRIENDSHIP and SERVICE.
